Heating and powering all buildings in the UK accounts for around 30% of national greenhouse gas emissions.

The associated emissions from buildings within the residential, commercial, and public sector show that residential buildings are by far the biggest contributor, accounting for 64% of the total. To address this issue, the Government uses Approved Document L – Conservation of fuel and power – Volume 1 Dwellings, to drive down residential carbon emissions.

This white paper outlines the changes required to achieve that goal in the Part L 2021 amendment from the 15th of June 2022. It looks at the key amendments to Part L made to deliver a 31% reduction in CO2 emissions and the requirement for an increase in the thermal performance of all areas of the building fabric.
